As a professor in the Industrial Engineering Department and the Dean of the Interdisciplinary Innovation College at Tunghai University, Dr. Shao-Jen Weng has been a pivotal figure since 2017 in founding the HSC (Official Website: hsc.thu.edu.tw) at Tunghai University. This initiative is supported by the National Science and Technology Council’s industry-academia technical alliance program. The HSC was established based on Dr. Weng's extensive experience and successful outcomes from previous healthcare-related industry-academia collaborations. The consortium organizes cross-disciplinary service teams that focus on hospital systems and the needs of healthcare providers and patients, aiming to develop service products that meet the needs of doctors, nurses, and patients to enhance healthcare quality management. Dr. Weng noted that HSC currently has nearly 2,000 members, with more than half coming from the industry and healthcare sectors, about 25% from academia and research institutions, and the rest from government entities, spanning across different fields such as industry, government, academia, research, and healthcare.

Dr. Weng further explained that his alliance team has achieved ISO 14064-1:2018 Greenhouse Gas Inventory Lead Verifier and ISO 14067:2018 Carbon Footprint Lead Verifier certifications through SGS training. He also serves as an external advisor to the "Sustainable Development Committee" of various healthcare institutions and has been invited to deliver lectures at numerous major healthcare-related organizations, with hospital presidents leading senior executives to attend. Notable institutions include National Cheng Kung University Hospital, MacKay Memorial Hospital in Taipei, Cheng Ching Hospital's Chung Kang Branch, Zuellig Pharma Taiwan, the ESG Sustainability Strategies and Opportunities - International Forum, Taiwan Union of Nurses Association (TUNA), and the Healthcare Systems Consortium (HSC). Due to the positive feedback, Dr. Weng is scheduled to speak on medical sustainability at National Central University in April and at Taichung Veterans General Hospital in June, sharing the advantages of integrating ESG sustainability strategies into healthcare institutions' supply chains.
In 2023, Tunghai University partnered with five major hospitals to develop AI healthcare technology, achieving the highest honor, the "SDG09 Gold Award" from the Asia Pacific and Taiwan Sustainable Action for their innovative Healthcare Systems Consortium.
The HSC at Tunghai University noted that Cardinal Health Inc., a multinational healthcare services company from the U.S., has invited Dr. Weng through Zuellig Pharma Logistics to be a guest speaker at three events from May 23 to 25 in Taipei, Taichung, and Kaohsiung. He will present on "The Benefits of Latex-Free in Healthcare Environments" alongside RoseMarie Squeo, RN, BSN, MA, delivering more ESG information to members of the Taiwan Perioperative Nursing Association with the goal of creating a healthier medical operating environment. Last June, Dr. Weng led professors from National Chung Cheng University, National Chin-Yi University of Technology, and National Kaohsiung University of Science and Technology to the Czech Republic to explore new opportunities in international AI medical robotics, thereby advancing Taiwan's smart healthcare on the global stage. The delegation included HSC President Dr. Lee San-Kan, Tunghai University's Distinguished Chair Professor of Computer Science Department Dr. Yang Chao-Tung, New Tai Ping Cheng Ching Hospital's Deputy Director Dr. Chou Chih-Chien, National Chung Cheng University's Associate Professor of Computer Science and Information Engineering Dr. Liu Wei-Ming, National Chin-Yi University of Technology's Assistant Professor of AI and Computer Engineering Department Dr. Xu Yeong-Yuh, and National Kaohsiung University of Science and Technology's Associate Professor of Information Management Department Dr. Tsai Yao-Te.
